Los Angeles, CA – Thirty Los Angeles County probation officers have been charged in connection with the alleged abuse of youth detainees in Los Padrinos Juvenile Hall, where they are accused of orchestrating violent “gladiator-style” fights among juveniles in their care. The shocking allegations, which surfaced following an investigation by the L.A. County District Attorney’s Office, have raised serious concerns about the treatment of incarcerated youth and the oversight of juvenile detention facilities.

Details of the Allegations

The investigation revealed that probation officers allegedly forced or encouraged juveniles to fight each other while they stood by, failing to intervene or, in some cases, actively participating.

The alleged incidents took place at Los Padrinos Juvenile Hall in Downey between July and December of 2023, with a total of 69 fights involving more than 140 inmates between the ages of 12 and 18 recorded. Some of the reported fights resulted in serious injuries.

Legal Ramifications and Systemic Failures

Under California Penal Code § 149, law enforcement officers—including probation officers—can face felony charges if they unlawfully assault or abuse individuals in custody. Additionally, under 42 U.S. Code § 1983, victims of abuse in government custody may pursue civil rights lawsuits against the institutions responsible for their mistreatment.

This case also raises broader concerns about the oversight of L.A. County’s juvenile detention centers. The county’s juvenile justice system has been under federal and state scrutiny, with reports of systemic neglect, violence, and staff misconduct surfacing in recent years. The California Board of State and Community Corrections (BSCC) previously deemed some facilities unfit for housing youth detainees, prompting the closure of certain halls. Los Padrinos itself is under a state order to close but emergency action has been taken to keep it open because of this shortage of available juvenile facilities.
