Visalia, CA — A 60-year-old man known as Alfredo was fatally struck and killed by a Visalia police officer’s vehicle on May 14, 2025. The incident occurred at around 9 p.m. near the intersection of Houston Avenue and Rinaldi Street.
According to the Visalia Police Department, the vehicle was on patrol when it struck Alfredo, who was crossing the street. Emergency responders attempted life-saving measures, and Alfredo would be taken to Kaweah Health Medical Center. Sadly, Alfredo would die from his injuries.
The California Highway Patrol (CHP) will conduct an independent investigation into the fatal collision.
Patterns in Pedestrian Fatalities Involving Law Enforcement
Though not categorized as a shooting or use-of-force incident, deaths involving police vehicles are not uncommon. According to the Bureau of Justice Statistics, between 2010 and 2020, more than 400 deaths nationwide involved law enforcement vehicular contact. These incidents raise serious questions regarding officer response protocols, high-speed travel in urban areas, and overall pedestrian safety.
A 2022 study from the National Highway Traffic Safety Administration (NHTSA) emphasized that law enforcement officers, while often required to respond swiftly, must balance urgency with public safety—particularly in areas where visibility is low or foot traffic is common.
Legal Considerations and Victims’ Rights
Under California law, victims of wrongful death or their surviving families may pursue legal action when an officer’s actions are negligent—even when there’s no intent to harm. Depending on the findings of the CHP investigation, the family of Alfredo may have grounds for a civil claim under California Government Code § 820, which allows public employees to be held liable for injuries caused by their negligent acts.
Victims of law enforcement negligence—whether in use of force or vehicular incidents—are also protected under 42 U.S. Code § 1983, which permits civil action for the deprivation of constitutional rights under the color of law.
