Anthony Miller (Full Name: Anthony Orion Miller) Accused of Sexual Misconduct With Female Inmate at Lake County Jail

LAKE COUNTY, CALIFORNIA (December 29, 2024) – A former Lake County Sheriff’s correctional officer identified as Anthony Miller has been arrested for alleged sexual misconduct with a Lake County Jail inmate.

Lake County officials are saying that the alleged incidents took place at the Lake County Correctional Facility in 2022. Anthony Miller, of Marysville, was arrested on Wednesday.

The defendant was employed by the Lake County Sheriff’s Office from November 2021 to July 2022. There were allegedly no reports of misconduct during the time of his employment.

But one woman did come forward in May of this year. A full investigation into the actions of Anthony Miller remains ongoing at this time.

Legal Considerations for Lake County Inmate Sexual Abuse

Sexual abuse involving correctional officers remains very common. According to the Bureau of Justice Statistics, “During 2016–18, there were 1,023 inmate-on-inmate substantiated incidents of nonconsensual sexual acts and 1,643 substantiated incidents of abusive sexual contact.” Of course, correctional officers are also responsible for a large amount of sexual abuse. Jails should take a number of measures in order to prevent inmate sexual abuse.

  • Jails should adopt and implement standards set by the Prison Rape Elimination Act (PREA).
  • Jail staff should be trained to recognize the signs that an inmate is being sexually abused.
  • Jails should be trained to understand what factors lead to sexual victimization and predation.
  • Jail staff should prevent inmates and correctional officers from being isolated with one another.

Jails have a legal obligation to protect inmates from reasonably foreseeable sources of harm. This includes protecting inmates from sexual abuse. If a jail is aware that a correctional officer poses a threat to inmates, they must take action. Failing to take action could form the basis of a civil claim. It is important that certain steps are taken after an instance of sexual abuse.

  • Eyewitnesses should be interviewed.
  • Medical records related to the assault should be collected.
  • Surveillance footage should be sought.
  • The actions of jail officials prior to the assault should be understood.

Inmate sexual assaults are often highly preventable. They tend to be the result of lax security protocols within any institution. In many instances, a jail may have more than one correctional officer committing sexual abuse. It is important that inmates are aware of their rights. Any person who is sexually abused in a jail setting may have legal recourse through a civil claim.
