SANTA BARBARA COUNTY, CALIFORNIA (November 16, 2024) – An inmate identified as Cecilia Covarrubias has died while staying at the Santa Barbara County Main Jail.
Santa Barbara County officials are saying that the incident took place on November 8. Cecilia Covarrubias was found unresponsive in her jail cell.
Paramedics were called to the scene in order to help the woman. Despite lifesaving measures, Cecilia Covarrubias was later pronounced dead.
The cause of death remains under investigation, but suicide is a suspected factor.
Legal Considerations For Santa Barbara County Inmate Deaths
Thousands of inmates die in custody every year. Many of these deaths were suicides. According to the Bureau of Justice Statistics, “From 2001 to 2019, the number of suicides increased 85% in state prisons, 61% in federal prisons, and 13% in local jails.” Jails should take a number of measures in order to prevent inmate suicides.
- Inmates should get a thorough psychological evaluation when they are first admitted.
- Jail staff should be trained to recognize when an inmate is in need of mental healthcare.
- Jails should do everything in their power to give inmates lives worth living.
- Jails should incorporate natural light into the jail.
Jails have a legal obligation to adequately care for all inmates. This includes caring for the mental healthcare needs of inmates. Many people enter jail with mental health conditions that require serious care. But in far too many cases, these inmates do not get the mental healthcare that they require. It is important that certain steps are taken after any inmate death.
- Medical records related to the death should be collected.
- The history of deaths at the jail should be understood.
- Eyewitnesses should be interviewed.
When an inmate is at heightened risk of self-harm, they should be closely monitored. They may need to be put in specialized holding areas. If a jail is deliberately indifferent to the serious medical needs of an inmate, this could form the basis of a constitutional claim. Sadly, though, jails will often do everything in their power to deny responsibility if someone in their care dies.
