jail cellVista, San Diego County –  43-year-old Corey Michael Dean was found unresponsive in his cell and pronounced dead at the Vista Detention Center on July 13, 2025. Dean had been in custody since June 15, 2025.

Incident Overview

During a routine 3 a.m. check, deputies found Dean unresponsive in his cell. They initiated CPR and called 911 upon discovery. Paramedics and the Vista Fire Department would provide lifesaving measures, but Dean would be pronounced dead at 3:20 a.m.

The San Diego County Sheriff’s Homicide Unit is conducting a full investigation while the Medical Examiner’s Office will determine the official cause and manner of death. The Citizens’ Law Enforcement Review Board (CLERB) has learned of this event and is reviewing it as well.

Legal Standards for In-Custody Deaths

Pre-trial detainees such as Dean are protected under the Fourteenth Amendment. Custody officials are required to:

  1. Conduct routine health and welfare checks
  2. Respond promptly to signs of distress
  3. Provide adequate emergency medical care

Failure to meet these standards may constitute deliberate indifference and could support civil rights claims under 42 U.S.C. § 1983.

Systemic Patterns & Accountability

This marks the sixth in-custody death in San Diego County this year—raising broader concerns about jail medical oversight and emergency response protocols. Similar incidents in local jails have prompted calls for improvements in inmate health screening and training for custody staff.
