(January 8, 2025) – An inmate identified as Deciderio Chavez has tragically died while staying at the infamous Men’s Central Jail in Los Angeles.

Los Angeles County officials are saying that the incident took place on December 4. Correctional officers noticed that Deciderio Chavez was in some type of medical distress in his cell.

Jail staff and medical staff entered the cell in order to help the inmate. Sadly, Deciderio Chavez was later pronounced dead in the jail.

There have been a staggering 23 deaths at the Men’s Central Jail from 2023 through 2024.

Legal Considerations for Los Angeles County Inmate Deaths

Los Angeles County jails have some of the highest instances of inmate death in the United States. According to the Vera Institute of Justice, “Overcrowded facilities are the most significant single factor driving jail deaths in Los Angeles. The jail system has operated as high as 16.7 percent over capacity since the start of last year. This means that not only are the facilities physically crowded, but resources are also being stretched beyond their breaking point.” There are a number of common causes of inmate death.

  • Homicide
  • Drug overdoses
  • Heart attack
  • Septic shock

Many jail deaths are also due to the excessive force of correctional officers. Pursuant to 42 U.S. Code § 1983, every person who, under the color of any statute, law or ordinance, causes a citizen of the United States to be deprived of their rights secured by the constitution, shall be liable to the injured party in an action at law. It is also possible that jail officials may neglect the serious medical needs of inmates.

  • Jail officials may have failed to give an inmate with seizures their medication. This could cause the inmate to fall and be seriously injured.
  • Jail officials may have failed to give an inmate proper mental healthcare when they were at risk of self-harm.
  • Jail officials may have failed to give an inmate CPR and Narcan if they were going through an overdose.

When a jail is deliberately indifferent to the serious medical needs of an inmate who later dies, this could form the basis of a constitutional claim. Sadly, though, jails will often do everything in their power to deny responsibility for any death in their care. They may claim that an inmate death was “natural.” But the fact of the matter is that many inmate deaths listed as natural involved some amount of medical neglect. The family of any inmate who died in a Los Angeles County jail may have legal recourse through a civil claim.
