police gunNewport Beach, CA — Geoffrey Stirling was fatally shot by Newport Beach police officers on April 18, 2025, during a traffic stop. The reasons for the traffic stop remain unknown.

Incident Details

At approximately 9:15 p.m., officers with the Newport Beach Police Department conducted a traffic stop on a motorcyclist on the Pacific Coast Highway between Superior Avenue and Hoag Hospital. Officers say the man was uncooperative, which led to an officer-involved shooting. The man would be taken to a nearby hospital, where he later died of his injuries.

An investigation is currently underway by the California Department of Justice.

Legal and Ethical Considerations in Police Shootings

Under California law, police officers are permitted to use deadly force when they reasonably believe it is necessary to defend themselves or others from imminent harm. California’s Assembly Bill 392, which took effect in 2020, raised the legal standard for the use of deadly force, stating it must be “necessary” rather than merely “reasonable.”

However, each use-of-force incident is subject to legal scrutiny, particularly when questions arise about whether de-escalation tactics were employed or whether the suspect posed an immediate threat.

Use-of-Force Trends and Statistics

According to data from the California Department of Justice, there were over 600 incidents in California in 2022 where police officers used force resulting in serious injury or death. Of these, approximately 30% involved individuals armed with a firearm. Studies have found that the majority of fatal encounters occur within moments of contact between police and civilians, underscoring the importance of training in crisis intervention and de-escalation.
