police gunLos Angeles, CA – Hector Alaniz was shot by police near Echo Park on the morning of March 3, 2025, prompting an investigation into the circumstances surrounding the shooting. The incident occurred near the 2400 block of Bellevue Avenue near Coronado Street.

Details of the Incident

According to the Los Angeles Police Department (LAPD), officers responded to the scene around 4 p.m. following reports of a man with a weapon. When officers arrived, they encountered Alaniz, who was reportedly suffering from a mental health episode. At some point during the confrontation, officers discharged their firearms, striking Alaniz. Emergency medical personnel arrived shortly after the shooting and transported Alaniz to a nearby hospital where he is in critical condition.

Investigation and Community Response

The LAPD’s Force Investigation Division has launched an inquiry into the shooting, which is standard protocol for officer-involved shootings. Authorities have not yet disclosed whether the man was armed or provided further details about what led officers to open fire.

Community members and civil rights advocates have expressed concerns about the incident, calling for transparency in the investigation. The Los Angeles County District Attorney’s Office will also review the case to determine whether the officers’ actions were justified under the law.

Legal Considerations in Officer-Involved Shootings

Cases involving police use of force often fall under California Penal Code § 835a, which outlines when law enforcement officers are permitted to use deadly force. The law states that officers may use lethal force only when it is “necessary” to defend against an imminent threat of death or serious bodily injury. Additionally, under Graham v. Connor (1989), the U.S. Supreme Court established that the reasonableness of police use of force must be assessed based on the perspective of a reasonable officer at the scene.

If investigations reveal any misconduct or excessive use of force, the victim’s family may have grounds to pursue legal action under 42 U.S. Code § 1983, which allows individuals to file civil rights claims against government entities for constitutional violations.
