LOS ANGELES, CALIFORNIA (October 20, 2024) – A 28-year-old man has tragically died from a suspected drug overdose while staying at the North County Correctional Facility in Los Angeles County.

Los Angeles County officials are saying that the incident took place on Wednesday. Jail staff noticed that an inmate was in serious medical distress.

Medical staff were called to the scene in order to help the inmate. Despite lifesaving measures, he was later pronounced dead in his jail cell.

His suspected cause of death was listed as an accidental meth and heroin overdose. A full investigation remains ongoing at this time.

Legal Considerations For Los Angeles County Inmate Deaths

Drug overdoses are one of the leading causes of inmate deaths. Inmates are particularly vulnerable in the weeks after their release. According to Health & Justice, “incarcerated individuals are at least 40 to 129 times as likely to die from a drug overdose compared to the general public two weeks following their release.” There are a number of signs that an inmate may be going through a drug overdose.

  • Unconsciousness
  • Shallow breathing
  • Blue or pale skin
  • Vomiting
  • Dilated or constricted pupils
  • Seizures

Jails must take steps to ensure that all inmates are protected from foreseeable sources of harm. This includes protecting them from drug overdoses. Jails must take quick action when they realize a inmate is going through an overdose. But overdose prevention should start well before an inmate is on the brink of death.

  • Jails should take steps to prevent dangerous drugs from entering inside in the first place.
  • Jails should be stocked with Narcan, which can be used to reverse an overdose.
  • Inmates should get periodic wellness checks that can be used to identify their medical needs.

When a jail is deliberately indifferent to the serious medical needs of an inmate, this could form the basis of a constitutional claim. Sadly, though, jails will often do everything in their power to deny liability if any inmate dies in their care. This is why it is so important that evidence is properly preserved after any overdose. The family of anyone who dies in custody may be able to seek some measure of justice through a civil claim.
