UKIAH, CALIFORNIA (November 4, 2024) – A male inmate tragically died while in custody at the Mendocino County Jail in Ukiah.
Mendocino County officials are saying that the incident took place around 8:30 p.m. on Wednesday. Correctional officers noticed that two men appeared to be sleeping in a jail cell.
Jail officials entered the cell and determined that one man was unresponsive and not breathing. Medical officials began lifesaving measures, which included the use of CPR.
Paramedics took the inmate to the emergency room of a hospital in Ukiah. But he was not able to be revived. He was pronounced dead around 12:14 a.m. on Wednesday.
A full investigation into the incident remains ongoing at this time.
Legal Considerations For Mendocino County Inmate Deaths
Inmate deaths remain alarmingly common across California and the United States. According to the Bureau of Justice Statistics, “A total of 4,234 persons died in state and federal prisons in 2019, a 6.6% decrease from the 4,515 deaths in 2018 reported to the Bureau of Justice Statistics’ (BJS) Mortality in Correctional Institutions (MCI, formerly the Deaths in Custody Reporting Program) data collection.” Jails should take a number of steps in order to prevent inmate deaths.
- All inmates should undergo a thorough health screening.
- Jails should be stocked with Narcan, which can be used to reverse an overdose.
- Jail staff should be trained to understand the signs an inmate is in medical distress.
Jails have a legal obligation to protect inmates from reasonably foreseeable sources of harm. This includes harm brought by medical distress. Jails must provide inmates with adequate care for all of their medical conditions. If a jail is deliberately indifferent to the serious medical needs of an inmate, this could form the basis of a constitutional claim. It is important that evidence is properly preserved after any in-custody death.
- Medical records related to the incident should be collected.
- An independent autopsy may need to be performed.
- An experienced civil rights attorney should be contacted.
It can be hard to know what to do after any inmate death. To make matters worse, jails will often do everything in their power to deny responsibility for the death of an inmate in their care. They will often claim that a death was preventable due to underlying health issues. But the fact of the matter is that many inmate deaths involve some amount of medical neglect. The family of any person who died in a California jail may have legal recourse through a civil claim.
