Investigation Underway After Issa Niambele Died After Being Found Unresponsive In Mendocino County Jail Holding Cell
MENDOCINO COUNTY, CALIFORNIA (November 21, 2024) – A 40-year-old male inmate identified as Issa Niambele has tragically died in custody at a Mendocino County Jail.
Mendocino County officials are saying that the incident took place on October 29. Correctional officers noticed Issa Niambele and his cellmate lying on the floor of their holding cell.
When officers entered the cell, they noticed that Issa Niambele did not have a pulse and showed no signs of breathing. First responders from the Ukiah Valley Fire Authority performed CPR and used an automated external defibrillator (AED).
He was transported to Adventist Health Ukiah Valley Emergency Department after his pulse was restored. Despite additional life-saving measures, he was later pronounced dead around 12:14 a.m. on October 30.
Legal Considerations For Mendocino County Inmate Deaths
Thousands of inmates die from largely preventable conditions in prisons every year. According to the Bureau of Labor Statistics, “In 2019, a total of 3,853 prisoners died in state prisons or private prison facilities under a state contract, a decrease of 284 deaths from 2018.” There are a number of steps that prisons should take in order to prevent the deaths of people in their care.
- All inmates should be given access to the medications that they need prior to being incarcerated.
- Jails should be staffed with well-trained medical officials.
- Jails should periodically perform wellness checks to make sure that all inmates are okay.
There are certain constitutional standards that must be adhered to when the state removes someone’s freedom by incarcerating them. Among other things, inmates should have access to reasonably adequate medical care. When a jail shows deliberate indifference to the serious medical needs of an inmate in their care, this could form the basis of a constitutional claim. There are a number of ways that a jail may have inadvertently contributed to an inmate’s death.
- Jails may not have given an inmate medication, which then contributed to a life-threatening condition.
- Jails may not have taken an inmate to the hospital in a timely manner.
- Jail officials may have failed to help an inmate at risk of self-harm.
Inmate deaths are often highly preventable. This is particularly true when an inmate’s death is due to a drug overdose. Sadly, though, jails will often do everything in their power to deny responsibility if an inmate in their care dies. The family of any person who died in a county jail may be able to seek some measure of accountability through a civil claim.
