Los Angeles — 26-year-old Jeremy Flores was killed in an officer-involved shooting in the Boyle Heights neighborhood of Los Angeles on July 14, 2025.
Incident Overview
On Monday morning around 8:30 a.m., LAPD’s Hollenbeck Division responded to reports of an armed individual in a white van on Spence Street near 8th Street. Officers encountered Flores, who they say was holding a rifle. After Flores raised it, officers shot Flores, who remained in his van.
A SWAT Team was called in and attempted to make contact with Flores, but after deploying gas they received no response. Los Angeles Fire Department would declare Flores deceased at the scene.
It was later learned that Flores had a BB gun replica of a rifle.
Use-of-Force Standards and Legal Concerns
Under California Penal Code § 835a, law enforcement may use deadly force only when reasonably necessary to prevent imminent death or serious bodily harm. Flores’s family may pursue legal claims related to excessive force or wrongful death under:
- 42 U.S.C. § 1983 for civil rights violations
- California common law wrongful death statutes
The department’s Critical Incident Review Division has reported increasing use of intermediate force such as beanbag rounds or Tasers in 2024–2025, signaling a shift toward less lethal tactics. At the same time, the LAPD had opened fire in approximately 21 cases in 2024, with 9 resulting in fatalities. Four officer-involved shootings have occurred in the past two weeks in the LA area.
