HEMET, CALIFORNIA (July 13, 2024) – A man identified as Jimmy Eugene was killed in a Hemet police shooting near North Harvard Street.

Riverside County officials are saying that the incident took place around 1:40 a.m. on July 4. The Hemet Police Department got a call about a man who allegedly walked out of a bar with a gun in his pants.

When officers arrived at the scene, they located Jimmy Eugene and an officer-involved shooting occurred. Paramedics were called to the scene in order to help the man.

But he was pronounced dead due to his injuries. A full investigation by the California Office of the Attorney General remains ongoing at this time.

Liability for Hemet Police Shootings

Police shootings remain alarmingly common across California and the United States. According to the Law Enforcement Epidemiology Project, “In the U.S. during a given year, an estimated 1 million civilians experience police threat of or use of force resulting in a conservative estimate of 75,000 non-fatal injuries requiring hospital treatment and 600-1000 deaths.” It is crucial that police departments take action in order to avoid police shootings.

  • Police officers should be trained to identify when a suspect is in the midst of a mental health crisis.
  • Police officers should do their best to de-escalate encounters.
  • Police officers should be well trained to handle a wide variety of different situations.

All police officers must use the least amount of force necessary for any given situation. Police officers must follow all safety rules set by their employer. Consider, for example, People v. Brown, 245 Cal. App. 4th 140, 171 (Ct. App. 2016). An officer’s “failure to follow a safety rule promulgated by his employer, regardless of its substance, serves as evidence of negligence.” Victims of police shootings tend to suffer very serious injuries.

  • Head injuries
  • Broken bones
  • Organ damage
  • Gunshot wounds
  • Death

Police shootings are often highly preventable. They tend to involve situations where officers are either unable or unwilling to de-escalate encounters. Sadly, though, police departments will often do everything in their power to evade responsibility if their officer kills a suspect. This is why it is so important that all evidence related to any officer-involved shooting is preserved.
