San Diego – 82-year-old Karim Talib was found unresponsive in his cell and pronounced dead at the San Diego Central Jail on July 28, 2025. He had been in custody since May 27, 2025.
Incident Overview
At around 8:40 a.m., sheriff’s deputies and a nurse were distributing medicine when they found Talib unresponsive in his cell. First responders would arrive and attempt lifesaving measures, but Talib would be pronounced dead on the scene at 9:10 a.m.
The San Diego County Sheriff’s Homicide Unit is conducting a full investigation while the Medical Examiner’s Office will determine the official cause and manner of death.
Legal Standards for In-Custody Deaths
Pre-trial detainees are protected under the Fourteenth Amendment. Custody officials are required to:
- Conduct routine health and welfare checks
- Respond promptly to signs of distress
- Provide adequate emergency medical care
Failure to meet these standards may constitute deliberate indifference and could support civil rights claims under 42 U.S.C. § 1983.
Systemic Patterns & Accountability
This marks the seventh in-custody death in San Diego County this year—raising broader concerns about jail medical oversight and emergency response protocols. Similar incidents in local jails have prompted calls for improvements in inmate health screening and training for custody staff.
