San Diego, CA – A tragic officer-involved shooting resulted in the death of 16-year-old Konoa Steven Wilson in downtown San Diego on January 28, 2025.

Incident Overview

The shooting occurred around 9:00 p.m. near the Santa Fe Depot when San Diego Police Department (SDPD) officers were responding to reports of an unrelated report of an assault at the nearby MTS Trolley station when gunfire was heard by the train station. There the officer encountered Wilson, who did not appear armed, and shot him at close range.   Despite emergency medical assistance, Wilson died at a hospital. The sheriff’s department is handling the investigation.

Legal Considerations in Police Use of Force

California law establishes strict guidelines for the use of deadly force by law enforcement. California Penal Code § 835a specifies that officers may only use lethal force when it is necessary to defend against an imminent threat of death or serious bodily injury. Additionally, Assembly Bill 392 (AB 392) requires officers to employ de-escalation tactics whenever possible before resorting to deadly force.

Federal law also governs police use of force under the Fourth Amendment to the U.S. Constitution, which prohibits unreasonable searches and seizures. The U.S. Supreme Court’s ruling in Graham v. Connor (1989) established that an officer’s use of force must be “objectively reasonable” under the circumstances.

Concerns Over Police Shootings of Minors

Officer-involved shootings involving minors raise serious concerns about law enforcement training and de-escalation tactics. Community activists and civil rights advocates often question whether non-lethal alternatives were adequately considered in these situations.

According to data from the California Department of Justice, officer-involved shootings resulted in over 150 civilian deaths statewide in 2023. These incidents have prompted calls for increased oversight, independent investigations, and expanded use of crisis intervention teams to handle encounters involving young individuals.
