IMPERIAL, CALIFORNIA (May 20, 2024) – A 29-year-old inmate has tragically died while in custody at Centinela State Prison in Imperial.

Imperial County officials are saying that the inmate’s death took place on Thursday. Correctional officers noticed that an inmate was severely injured after being attacked.

Medical staff began life-saving measures, and the inmate was transported to an off-site hospital. Despite life-saving measures, the man was later pronounced dead.

The death is currently being investigated as a homicide.

Liability For Imperial County Inmate Deaths

Homicides are far too common in prisons and jails across the United States. According to the Prison Policy Initiative, “Violence in prison is commonplace, tied to trauma prior to incarceration as well as mental health stressors inside. The rate of homicide in state prison is 2.5 times greater than in the U.S. population when adjusted for age, sex, and race/ethnicity.” Jails should consider a number of factors in order to reduce inmate homicides.

  • Jail staff should be trained to recognize the signs of potential violence and focus on de-escalation.
  • Jails should be adequately staffed at all times.
  • Jails should provide mental health services, including counseling, to all inmates.

Jails have a legal obligation to protect inmates from reasonably foreseeable sources of harm. This includes attacks at the hands of other inmates. If jail officials have particular knowledge of specific threats, they must take action. When jail officials fail to protect inmates who are killed by other inmates, this could form the basis of a constitutional claim. Certain steps should be taken after any inmate homicide.

  • It should be determined if weapons were used.
  • If weapons were used, it should be determined where they came from.
  • A police report of the incident should be created.
  • An experienced civil rights attorney should be contacted.

Jails are supposed to be proactive about keeping inmates safe. But far too often, this does not take place. Certain counties and certain jails tend to be disproportionately impacted by violence. This is particularly true with respect to San Diego County and LA County. It is important for inmates to understand that they do have rights. The family of any inmate who died in custody may have legal recourse through a civil claim.
