Investigation Underway After 38-Year-Old Inmate Died in Custody in Los Angeles County
LOS ANGELES, CALIFORNIA (December 26, 2024) – A 38-year-old inmate has tragically died in custody at the Twin Towers Correctional Facility in Los Angeles County.
Los Angeles County correctional officers are saying that the incident took place on December 26. The inmate was in some type of medical distress.
Jail staff began life-saving measures, which were taken over by paramedics. Despite those efforts, the inmate died at the jail.
This is the seventh death at the Twin Towers Correctional Facility so far in 2024. A full investigation into the incident remains ongoing at this time.
Legal Considerations for Los Angeles County Inmate Deaths
Los Angeles County has one of the highest instances of inmate death in all of California. According to the Vera Institute of Justice, “Overcrowded facilities are the most significant single factor driving jail deaths in Los Angeles. The jail system has operated as high as 16.7 percent over capacity since the start of last year. This means that not only are the facilities physically crowded, but resources are also being stretched beyond their breaking point.” Jails should take a number of measures in order to prevent inmate deaths.
- Jails should ensure that all inmates get a thorough medical screening when they are first admitted.
- Jails should be stocked with Narcan, which can be used to reverse the effects of an overdose.
- Jails should provide all inmates with the care and support that they need to survive.
When the state imposes restrictions on a person’s freedom and movement through incarceration, certain constitutional standards will apply. Among other things, jails must provide all inmates with healthcare for all of their medical conditions. This includes care for acute conditions like drug overdoses. If a jail is deliberately indifferent to the serious medical needs of an inmate, this could form the basis of a constitutional claim. It is important that evidence related to any inmate death is properly preserved.
- The medications an inmate was taking should be known.
- Surveillance footage should be sought.
- The result of any autopsy should be reviewed.
Jail deaths are often caused by multiple different factors, including a lack of proper medical care. Depending on the facts of any case, a jail or private healthcare provider could be responsible for the death of an inmate. The family of any inmate who died in custody may be able to seek some measure of justice through a civil claim. A civil rights attorney can examine the unique facts of your case and let you know what your legal options are.
