gunRiverside County, CA – A man was fatally shot by California Highway Patrol (CHP) officers after allegedly throwing rocks at passing vehicles near the 79 Freeway in the Inland Empire on Monday, February 17, 2025.

Incident Details

According to authorities, the incident took place at approximately 4:45 p.m. near the Gilman Springs Road exit in San Jacinto. CHP officers responded to reports of a man allegedly hurling rocks at cars on the freeway. When officers arrived, they reportedly attempted to detain the man, but he did not comply with their commands.

During the encounter, officers deployed less-lethal measures, including a Taser, but were ultimately unable to subdue him. CHP reports that the man then allegedly moved toward the officers in a threatening manner, prompting them to open fire. The man was struck by gunfire and later pronounced dead at the scene.

The Riverside County Sheriff’s Department has taken over the investigation into the shooting. The identity of the deceased has not yet been released pending notification of next of kin.

Legal Considerations in Officer-Involved Shootings

Officer-involved shootings raise serious legal and ethical concerns, particularly when force is used against unarmed individuals or those experiencing mental health crises. Under California Penal Code § 835a, officers are permitted to use force if they believe it is necessary to protect themselves or others. However, legal challenges often arise when determining whether the level of force used was justified.

Additionally, the Graham v. Connor (1989) ruling by the U.S. Supreme Court established that an officer’s use of force must be judged from the perspective of a reasonable officer at the scene, not with 20/20 hindsight. Families of individuals fatally shot by law enforcement often seek independent investigations to determine whether excessive force was used.
