VENTURA COUNTY, CALIFORNIA (November 23, 2024) – A man was critically injured in a Ventura County police shooting near a residence on South Victoria Avenue.

Ventura County officials say that the incident took place around 10:19 a.m. on Monday. Police officers were called to the scene after reportedly getting a call about a bomb threat.

Officers made contact with a man whom they described as non-compliant. There was some type of altercation between the suspect and the officer.

Shortly after that altercation, an officer-involved shooting took place. The suspect was taken to the hospital in critical but stable condition.

A full investigation remains ongoing at this time.

Legal Considerations For California Police Shootings

Thousands of people are seriously injured or killed in police shootings every year in the United States. According to the Public Policy Institute of California, “In about 80 percent of encounters resulting in death or a gunshot wound, the civilian was armed with a weapon, underscoring the risky environments officers face. However, when we also consider civilians who sustained other serious injuries, 56 percent were unarmed.” Police officers should take several steps in order to avoid police shootings.

  • Police officers should be trained to de-escalate encounters.
  • Police officers should be equipped with less-lethal options such as tasers.
  • Police officers should be trained to identify when a suspect is in a mental health crisis.

Depending on the facts of any case, a police officer could be held liable for a police shooting if they used excessive force. Pursuant to 42 U.S. Code § 1983, every person who, under the color of any statute, law or ordinance, causes a citizen of the United States to be deprived of their rights secured by the constitution, shall be liable to the injured party in an action at law. It is important that certain steps are taken after a police shooting.

  • Body camera footage from all officers involved should be sought.
  • Medical records related to the incident should be collected.
  • The actions of police officers leading up to the shooting should be understood.
  • An experienced civil rights attorney should be contacted.

Police shootings are often highly preventable. They often involve suspects who are suffering from an untreated mental illness. Sadly, though, police departments will often do everything in their power to deny responsibility if a suspect dies in their care. This is why it is so important for there to be an independent investigation after any death.
