LOS ANGELES, CALIFORNIA (February 25, 2024) – A 49-year-old inmate identified as Manuel Mariscal has tragically died in a Los Angeles County jail.

Los Angeles County Sheriff’s Department officials are saying that the incident took place on Tuesday. Correctional officers noticed that Manuel Mariscal was in medical distress.

He was taken to the Los Angeles General Medical Center in order to receive treatment. Despite those efforts, he later died at the hospital.

His cause of death was listed as an “accident” due to coronary artery disease. A full investigation remains ongoing at this time.

Liability For Los Angeles County Inmate Deaths

Los Angeles County jails have one of the highest rates of inmate deaths in all of California. According to the Vera Institute of Justice, “Four people have died in Los Angeles County jails just over a month into the new year. Their deaths continue a deadly trend; 49 people have died in the system’s custody since the start of 2023.” There are many different factors that have contributed to this trend.

  • Los Angeles County jails are routinely overcrowded.
  • Illegal substances and illicit drugs like fentanyl have flooded LA jails.
  • LA County jails have a high staff turnover rate. This leads to jail employees not being particularly well trained.

It is possible that a jail or private healthcare provider could face civil liability for any inmate death. When the state assumes control of a person’s autonomy through incarceration, they must provide that person with care for all of their medical needs. This includes care for chronic and acute health conditions. To that end, jails must take a number of measures to ensure that the inmates in their care do not die.

  • Inmates should receive periodic wellness checks. These checks can help reveal if an inmate is in medical distress.
  • Inmates should receive adequate mental healthcare during their stay.
  • Inmates must get any medications that they require.

Many inmate deaths in Los Angeles County are preventable. This is a testament to the poor care and hard conditions that inmates must live with. LA County jails are quick to claim that any death in their care was natural. But an analysis of these deaths shows that the average age of a “natural” death in LA is around 40. The family of any person who died in a jail may have legal recourse through a civil claim.
