SOLEDAD, CALIFORNIA (August 20, 2024) – A 38-year-old inmate identified as Michael Spengler has died following a suspected attack at Salinas Valley State Prison in Solead.

Monterey County officials are saying that the incident took place around 10:30 a.m. on Monday. Correctional officers noticed that Michael Spengler was attacked by another inmate.

Staff quickly stopped the attack and called for medical care. Despite life-saving measures, Michael Spengler later died due to his injuries.

A full investigation into the incident remains ongoing at this time.

Liability For Soledad Inmate Homicides

Jails can be dangerous places, even in the best of circumstances. According to Statista, “In 2019, 143 inmates of state and federal prisons in the United States were killed by homicide. This is a significant increase from 2008 levels, when 40 inmates were killed in state or federal prisons in [the] United States.” Jails should take a number of measures in order to prevent inmate homicides.

  • Jails should be adequately staffed with well trained officers.
  • Jails should do everything in their power to prevent overcrowding.
  • Jails should work to de-escalate conflicts among inmates.

Inmates have a constitutional right to adequate care and to live in a reasonably safe environment. To that end, jails must take reasonable measures to prevent inmate-on-inmate assaults. When a jail is deliberately indifferent to specific knowledge of particular threats to an inmate, this could form the basis of a constitutional claim. It is important that certain steps are taken after any inmate homicide.

  • Medical records related to the attack should be preserved.
  • Eyewitnesses should be interviewed.
  • The actions of jail officials leading up to the death should be understood.

Inmate homicides are nearly always preventable. They tend to occur at jails where safety protocols are not being followed. Homicides are typically not evenly distributed. Certain jails tend to be particularly dangerous. This is especially true in jails within Los Angeles. The family of any person who died in jail may have legal recourse through a civil claim.
