69- year-old Phuong Hoang Khong of Anaheim has been arrested and charged with sexually assaulting an elderly woman he was the caregiver for. The incident took place on January 6, 2025 and has raised concerns about the safety of vulnerable individuals receiving care in private residences and care facilities.
Incident Details
According to the Orange County District Attorney’s Office, Khong was a caregiver who provided at-home care three times a week for the 93-year-old woman, who is bedridden, nonverbal and suffers from dementia. Details from the incident say Khong covered the woman’s eyes with a medical facemask and removed her diaper. He then proceeded to tighten the medical restraints around her wrists before sexually assaulting her in her bed.
The victim’s family discovered the crime and threatened to call the police, after which Khong eventually turned himself in to the Orange Police Department. He has been charged with one felony count of rape by force, one felony count of sexual penetration by a foreign object by force, one felony count of forcible oral copulation, and one felony count of elder abuse.
