Downey, CA – Three juveniles were hospitalized on April 12, 2025, after experiencing suspected overdoses at Los Padrinos Juvenile Hall in Downey, California according to the Los Angeles County Probation Department. The teens were reportedly found unresponsive in a housing unit and treated by and were transported to a nearby hospital. All three are expected to survive.
A statement from the Probation Department confirmed that staff followed emergency protocols and that an investigation is underway to determine how the teens obtained the suspected drugs. According to the Centers for Disease Control and Prevention (CDC), drug overdose deaths among adolescents have surged in recent years, with synthetic opioids such as fentanyl posing a significant threat.
Despite ongoing reform efforts, incidents like these reveal the dangers youth face while in state custody. Under California Welfare and Institutions Code § 202, the juvenile justice system is expected to provide care, treatment, and guidance that is consistent with the best interests of the minor and public safety. This includes ensuring secure and humane conditions while youth are detained.
Los Padrinos Juvenile Hall, which reopened in 2023 after the closure of other county facilities, has faced ongoing scrutiny from youth advocates and civil rights organizations over the adequacy of medical and mental health services, as well as allegations of neglect and abuse. As recently as March 2024, the California Board of State and Community Corrections flagged multiple juvenile halls for failing to meet state-mandated standards.
