Rancho Cucamonga — 38-year-old Zacarias Joseph Ruiz of San Bernardino died on January 19, 2026, while in the custody of the West Valley Detention Center. He had been in custody since May 5, 2025.
Incident Details
At approximately 11:12 p.m., deputies found Ruiz unconscious in his cell with visible trauma. Both deputies and jail medical staff attempted lifesaving efforts and Ruiz would be transported to a nearby hospital. However, he would be pronounced deceased the following day.
Detectives with the Sheriff’s Specialized Investigations Division – Homicide Detail found that Ruiz had been in a physical altercation with his cellmate, 26-year-old Isaiah Mark Bailon of Barstow, before being found unresponsive. Bailon has since been supplementally booked for murder
The investigation remains ongoing, and an autopsy will determine the official cause and manner of death.
Legal Oversight and Standards

- Compliance with state and local jail-safety standards
If authorities determine that unconstitutional conduct, negligence, or inadequate medical care contributed to the death, families may pursue civil-rights claims under 42 U.S.C. § 1983.
