Dublin – Federal prosecutors filed sexual abuse and misconduct charges against former FCI Dublin prison guards Jeffery Wilson and Lawrence Gacad. These cases make for a total of 10 former prison officials charged with sexual misconduct since the now-closed facility’s widespread abuse scandal was uncovered.

He is also accused of lying about abusing the woman as well as giving her contraband while she was in custody of the prison. Gacad is also accused of sexually abusing an inmate from March to June of 2022.

Legal and Civil Accountability
This list of abuses occurred under a gross breach of institutional trust, highlighting dire failures in oversight and accountability.
Sexual abuse of incarcerated individuals violates both federal criminal law and the inmates’ constitutional rights, enforceable under 42 U.S.C. § 1983. Survivors can seek:
- Criminal indictment of individual officers
- Civil damages for psychological harm and physical injury
- Institutional reforms to prevent repeat violations
