handcuffsStanislaus County –  Stanislaus County Sheriff’s Deputy Israel Morales has been arrested on multiple felony charges alleging sexual assault and kidnapping. The 31-year-old deputy was booked into custody of the Stanislaus County Jail on May 27, 2025, and is being held on $1.3 million bail.

Allegations Against Deputy Israel Morales

The sheriff’s department stated that an internal investigation was launched in March after a tip informed another deputy about alleged sexual acts involving an active deputy and local women. The Stanislaus County Sheriff’s Office led the investigation that led to Morales being placed on modified duty and eventually stripped of his peace officer powers. The Stanislaus County District Attorney’s Office is now reviewing the case and charges.

Morales had been with the police department since 2018.

Sexual Misconduct and Law Enforcement

Allegations of sexual misconduct by police officers are not isolated incidents. A 2022 investigation by the Associated Press found that more than 1,000 officers nationwide had lost their certification due to sexual misconduct over a six-year period. However, experts warn that such behavior is often underreported and under-prosecuted due to the inherent power imbalance between officers and victims.

In California, peace officer conduct is governed by California Penal Code § 832.7, which mandates transparency and public access to records of officer misconduct involving sexual assault or use of force. In recent years, reforms have also expanded the authority of state licensing boards to decertify officers found guilty of serious wrongdoing.

For victims of sexual misconduct involving law enforcement, legal recourse may be available under 42 U.S. Code § 1983, a federal civil rights statute that allows individuals to seek damages for constitutional violations by government officials, including police officers.
